Integration of Mobile Landscape Practices into Disaster Management

Post-disaster spatial planning approaches include not only reconstruction of physical infrastructure but also multidimensional interventions for social recovery, environmental sustainability and organisation of temporary life. Especially in cities where disasters such as earthquakes occur frequently, it becomes a critical necessity to evolve open public spaces into transformable, flexible and multifunctional living spaces during and after the disaster. Mobile landscape designs play a healing role in this transformation both spatially and psychosocially; they can holistically address a series of functions ranging from temporary shelter to social interaction, from environmental sustainability to social resilience. This study aims to evaluate mobile landscape design practices that can be used in post-disaster gathering areas in Erzurum city centre through the concepts of spatial flexibility, multifunctionality, sustainability and social resilience. The potential of existing urban open spaces in Erzurum, one of the cities with high earthquake risk in Turkey, to be transformed into temporary living spaces during and after a disaster is analysed. In this context, it is discussed how mobile landscape elements and portable structures can integrate functions such as shelter, health, social interaction and environmental sustainability. On a conceptual basis, concepts such as ‘healing landscape’, ‘flexible design’ and ‘disaster space’ are utilised to develop concrete design proposals that can be applied in urban gathering areas. The study argues that mobile designs are not only physical but also psychosocial and ecological healing tools and invites us to rethink the role of spatial planning in disaster management.

Afet sonrası mekânsal planlama yaklaşımları, yalnızca fiziksel altyapının yeniden inşasına değil; aynı zamanda sosyal iyileşme, çevresel sürdürülebilirlik ve geçici yaşamın örgütlenmesine yönelik çok boyutlu müdahaleleri içermektedir. Özellikle deprem gibi afetlerin sık yaşandığı kentlerde, açık kamusal alanların afet anında ve sonrasında dönüştürülebilir, esnek ve çok işlevli yaşam alanlarına evrilmesi kritik bir gereklilik halini almaktadır. Mobil peyzaj tasarımları, bu dönüşümde hem mekânsal hem de psikososyal anlamda iyileştirici bir rol üstlenmekte; geçici barınmadan sosyal etkileşime, çevresel sürdürülebilirlikten toplumsal dayanıklılığa uzanan bir dizi işlevi bütüncül olarak ele alabilmektedir. Bu çalışma, Erzurum kent merkezinde afet sonrası toplanma alanlarında kullanılabilecek mobil peyzaj tasarım pratiklerini, mekânsal esneklik, çok işlevlilik, sürdürülebilirlik ve toplumsal dayanıklılık kavramları üzerinden değerlendirmeyi amaçlamaktadır. Türkiye’nin deprem riski yüksek kentlerinden biri olan Erzurum’da, mevcut kentsel açık alanların afet anında ve sonrasında geçici yaşam alanlarına dönüştürülme potansiyeli analiz edilmiştir. Bu kapsamda mobil peyzaj elemanlarının ve portatif yapıların; barınma, sağlık, sosyal etkileşim ve çevresel sürdürülebilirlik gibi işlevleri nasıl bütünleştirebileceği tartışılmıştır. Kavramsal temelde “iyileştirici peyzaj”, “esnek tasarım”, “afet mekânı” gibi kavramlardan yararlanılarak, kent içi toplanma alanlarında uygulanabilecek somut tasarım önerileri geliştirilmiştir. Çalışma, mobil tasarımların yalnızca fiziksel değil, aynı zamanda psikososyal ve ekolojik birer iyileşme aracı olduğunu savunmakta; afet yönetiminde mekânsal planlamanın rolünü yeniden düşünmeye davet etmektedir.
