The aim of this study is to analyze to what extent the subsidies of SMIDO in Tokat province, which is situated in the TR83 region,become successful in solving the problems concerning capital-financing and to reveal the results by assessing the men and women entrepreneurs, which are supported with higher subsidies owing to the positive discrimination, separately in terms of gender. Within this context, the subsidies of SMIDO between 2012-2017 (Subsidies for Operational Expenses-SOE, Subsidies for Organization Founding-SOF, Subsidies for Machinery, Device and Office Equipment in Founding Process-SMDOE, Subsidies for Mixed Investments-SMI), the number of the courses and the population have been used as independent variables while the number of the firms subsidized has been used as the dependent variable. The data obtained have been interpreted according to the Sensitivity Analysis Method by normalizing between 0-1 and creating the 3 different 4-layer structures of neural network in the Artificial Neural Network (ANN), which is frequently used in various analyses such as classification, estimation, optimization, pattern matching, time series, pattern recognition etc. The results of the analysis are summarized in the table below. According to these results, it can be said that the impact of the number of the courses on the women entrepreneurs is greater. In other words, the courses regarding entrepreneurship are more effective than the subsidies of SMIDO in increasing the number of women entrepreneurs.   }, doi = {}, }
